DreamTime.monotonic() no longer needs to call time.monotonic()

• DreamTime.monotonic() no longer needs to call time.monotonic()
  so is more "static" within wakeup periods, and so comparable to
  time.monotonic() realisations. Also some PyObjC weirdness handling.
